Referring to my Confidential despatch of the
12th July and my telegram of the 4th September, 1924, I have
PA 22472 the honour to inform you that Mr. Percy Richmond, whose selection as an Assistant Master was reported in despatch No.377 of the 28th November, 1924, states that he intends to
get married early in 1926 and has applied for assistance towards a passage for his fiancée.
I enclose an extract from a letter by Mr. Richmond who states also that his attention was specially drawn in the Colonial Office to the regulations regarding quarters or rent allowance for married officers and it would
appear therefore that the stipulation that the officer should; remain unmarried during the first few years of his service
has been overlooked.
It is considered to be no hardship that an officer should not marry until he has completed his probationary agreement of three years and has been confirmed in his appointment on the permanent staff. On that account the regulations contained in paragraph 11 of General Order 109 and paragraph 7 of General Order 110 were made and
